Title IX Implementation

Building a campus culture of trust and safety

To ensure accountability and transparency among the Fresno State campus community, in February 2022 President Jiménez-Sandoval created a Title IX Task Force to provide guidance on implementing holistic responses to confronting sexual and gender-based harassment. To strengthen its larger systems of care and compliance, in 2022 and 2023 the CSU Board of Trustees commissioned the Cozen O’Connor law firm to conduct a comprehensive systemwide assessment of the university’s implementation of its Title IX and other anti-discrimination programs following concerning reports of sexual harassment and other misconduct. Fresno State’s Title IX Task Force worked in partnership with Cozen O’Connor to produce a campus-specific report of recommendations while Cozen O’Connor also worked with the Chancellor’s Office and each of the CSU’s universities to produce a systemwide report that also includes individual campus reports.

Cozen O’Connor Assessment Report

On July 17, 2023, Cozen O’Connor issued a written report following the completion of their systemwide assessment of the CSU's Title IX and Discrimination, Harassment and Retaliation (DHR) programs. The report identifies key observations regarding improvements at both the system and university levels and includes both a summary report and a separate report concerning Fresno State.

Title IX Implementation Team Fall 2024 Report

Each university has assembled an Implementation Team to support the implementation of Cozen O'Connor's recommendations on their campuses, with assistance from the Cozen O'Connor team and the CO Title IX/DHR team. Since the team's inception, progress has been made on many aspects of the Implementation Plan.
